(*) The main responsibility of Accountability Services is to establish data-based effectiveness levels and validate achievement of those levels for the district and the individual schools.

(**) The main responsibility of Instructional Services is to utilize strategies to attain effectiveness levels. The majority of positions in this area shall be three year appointments of master teachers to serve as needed to correct instructional deficiencies and to infuse the schools with methodologies to achieve the effectiveness levels. Such positions are school-based and expenditures are classified as classroom instructional costs.
